The Zambia Devolution Support Programme (ZDSP) is a USD 210 million hybrid program designed to accelerate the Government of the Republic of Zambia’s Decentralization agenda. The program aims to strengthen both the financial and institutional capacities of Local Authorities (LAs) across the country, enabling them to effectively deliver public services, promote local development, and enhance citizen participation in governance.
Launched in alignment with Zambia’s Decentralization Policy, the ZDSP provides targeted support to local governments by incentivizing performance and accountability. Over a five-year implementation period, eligible Local Authorities receive additional performance-based grants, which are meant to supplement existing resources and promote effective, efficient, and transparent service delivery.
The increased flow of financial resources to the local level necessitates the strengthening of systems, institutional frameworks, and human resource capacities within councils. This includes improvements in planning, budgeting, procurement, financial management, and monitoring and evaluation mechanisms, ensuring that resources are used responsibly and for maximum impact.
Mumbwa District: Modern Bus Station Takes Shape
The long-awaited dream of a modern bus station in Mumbwa is finally materializing. Thanks to the Zambia Devolution Support Program (ZDSP), Construction is progressing steadily—bringing renewed hope and excitement to residents who have yearned for a safer, more efficient transport hub.
Spearheaded by the Mumbwa Town Council and funded through a World Bank sector grant, the project is being executed by Winners Business Solution at a total cost of K2,541,681.86.
Once completed, this state-of-the-art facility will:
