ZAMBIA DEVOLUTION SUPPORT PROGRAM

ABOUT ZDSP

The Zambia Devolution Support Programme (ZDSP) is a USD 210 million hybrid program designed to accelerate the Government of the Republic of Zambia’s Decentralization agenda. The program aims to strengthen both the financial and institutional capacities of Local Authorities (LAs) across the country, enabling them to effectively deliver public services, promote local development, and enhance citizen participation in governance. Launched in alignment with Zambia's Decentralization Policy, the ZDSP provides targeted support to local governments by incentivizing performance and accountability. Over a five-year implementation period, eligible Local Authorities receive additional performance-based grants, which are meant to supplement existing resources and promote effective, efficient, and transparent service delivery.
